figures wrong

  • Units: 24 stated, floors add to 6 + 6 + 6 + 5 = 23
  • Parking: 30 stated as required, 29 at 23 units
  • Floor area stated as 1842.50 and 1845.20 m²
  • Deed number blank for the remainder erf
  • Coverage 9.6% over, close to the 10% line
  • 8 common boundary departures computed per storey

Brick's note

At 23 units the parking requirement drops from 30 to 29 bays. Fix the totals and the parking departure shrinks with them.

An illustrative example, not a real application. The kinds of issues are the ones Spluma Pro finds in real reports.

“The report says 24 units. The floors add to 23. I'd fix that before the City finds it.”

Brick, SPLUMA expert and your planning assistant

We test Spluma Pro on real, lodged motivation reports, and it finds real issues in them: unit and parking totals that disagree with the report's own breakdown, floor areas stated two ways, blank deed numbers. Each one can send an application back. On a development, every month of delay is holding costs and lost rent, so catching them before lodging helps clients avoid millions in lost opportunity and gets approvals moving sooner.

1

Check numbers

Upload the pack. Code builds one facts file and reconciles every unit, bay and square metre against the DMS and against itself.

2

Write motivation

Departures come out in the City's "X m in lieu of Y m" wording. The motivation is written to the Section 99 headings, with every figure filled in by code.

3

Lodge with confidence

A case officer agent and the neighbours test the draft before the City does, so the questions they would raise are answered up front. You review, sign and lodge.

AI writes the arguments. Code does the numbers.

Six steps, each doing one job. Every figure in the report comes from the facts file or the rules engine, so it cannot drift between sections.

  1. 01

    Facts file AI

Extracts every figure from the report, deeds, SG diagrams and schedules, with where it was found.

  2. 02

    Rules engine Code

Encodes the DMS per zone and computes every departure. No model does arithmetic.

  3. 03

    Consistency check Code + AI

Totals that don't add up, figures stated two ways, blank deed numbers, typos.

  4. 04

    Title deed analysis AI

Classifies each condition, tests it against the proposal, drafts the amended wording.

  5. 05

    Drafter AI

Writes the arguments to the Section 99 headings. It can only reference figures, never type them.

  6. 06

    Case officer and objectors AI

Scores the draft as the City would and writes the neighbours' objections, then sends it back for a rewrite.

Audit in minutes

A one-page audit of any submission: what doesn't reconcile, what's missing, and which departures the figures actually need. Download it as Word.

Departures, computed

Floor factor, coverage, height, common boundary lines per storey and parking, from versioned DMS rules. Plus which departure is cheapest to design out.

Written for the case officer

The motivation mirrors the Section 99 considerations, so the officer can lift your text into their report. Objections are answered before they are made.

You sign it

Questions

Who is it for?+

Town planning firms preparing land use applications in Cape Town, and the architects and developers who work with them.

Which applications and zones?+

Departures, consolidations and removal or amendment of title deed conditions in Cape Town, from a block of flats to a carport or a braai room on a single residential erf. The DMS rules for General Residential zones GR2 to GR6 are in code; for other zones the scan checks the proposal against the limits your submission states and flags them for you to confirm. Other metros' schemes are next; the rules engine is built per municipality.

Where do the numbers come from?+

From one facts file extracted from your documents, and a rules engine written in code. The AI writes the arguments and refers to figures; it never types one. That removes the whole class of errors where a report says 24 units and the floors add to 23.

Does it replace the planner?+

No. It is a review and drafting tool. The planner checks every flagged item, signs the report and lodges it.

What about the City's documents and personal information?+

Documents you upload are used for your application only. Spluma Pro never republishes City documents, owner details are not used for anything else, and our examples are made up. The scan also flags personal information, such as ID numbers or vehicle registration papers, in documents the City will publish when it advertises your application.

Will my application be approved first time?+

Nobody can promise that, and we don't. The City decides on the merits, and a case officer can always ask for more. What Spluma Pro does is remove the avoidable reasons for a referral back: figures that don't reconcile, departures that weren't applied for, missing deed numbers and annexures. Fewer referrals means a faster route to a decision.

Who is Brick?+

Brick is Spluma Pro's planning assistant: a SPLUMA expert with decades of construction behind it, from site walks to Tribunal hearings. Brick knows the Spatial Planning and Land Use Management Act, the City's Municipal Planning By-Law and the DMS, and how they meet on a real site. Brick reads the pack the way a seasoned case officer would, counts every unit twice, and tells you plainly what will get it referred back. Brick is an assistant, not a registered planner; you sign.
